Commission (IHEC)'s mechanisms used for dealing with conducting the elections 

Change List's General Representative to IHEC Dana Nuri says his list has submitted 42 complaints about irregularities by other lists to the commission so far, but the commission only has investigated into 10 of them. "No party has been punished, no action has been taken at the commission's end in this regard" he adds.
Nuri explains that his list has put complaints about the commission's mechanisms of holding the election forward to UN, Iraqi and Kurdistan Region presidencies.
"Although IHEC abolished use of 111 and 222 voting cards in the election at our request, but it created another opportunity for those their names have not come in the voters' lists to vote. The opportunity can be misused to rig the election" he adds
Nuri expresses his fear of double voting by people who voted early, and the commission's lack of a plan to deter such action.
